BLENDING INNOVATION WITH ACCOUNTABILITY



A G7 Agenda on Emerging Technologies that Work for All

The G7 has made commendable strides in acknowledging the critical importance of gender equality within STEM (science, technology, engineering and mathematics) fields, digital access, and emerging technologies including Artificial Intelligence (AI). Over the past seven years, commitments have evolved from basic digital inclusion to addressing systemic barriers, including gender stereotypes, algorithmic bias, and technology-facilitated gender-based violence (TFGBV). Recent summits have highlighted the necessity of integrating gender perspectives into AI governance and ensuring equitable benefits from technological advancements, exemplified by initiatives such as the “AI Hub for Sustainable Development” and the G7 Dashboard on Gender Gaps.

However, a significant gap persists between the high-level commitments and practical implementation. Data reveal persistent gender disparities in STEM participation and digital access both within and outside G7 nations, particularly in ICT (information and communication technologies) sectors. Furthermore, the G7’s approach to TFGBV suffers from a lack of specificity, insufficient intersectionality, inadequate enforcement mechanisms, and limited inclusion of survivor voices. Other key challenges include the translation of broad principles into actionable strategies, the limited consideration of intersecting identities, and the inconsistent engagement of diverse stakeholders.

To bridge this divide, we urge the G7 to leverage existing international accords, such as the Global Digital Compact and the Pact for the Future, and take concrete steps to address TFGBV, including establishing clear data governance standards and updating legal frameworks. Scaling investments in digital equity, strengthening AI governance frameworks, and ensuring platform accountability are crucial for achieving meaningful and sustainable progress. Additionally, the G7 must also address the potential weaponization of space.
